The absolute minimum seems to be the 120 word survival vocabulary

English Language Institute, Victoria University of Wellington, New Zealand. This article presents a language syllabus containing approximately 120 items [based on] analysis of guide books, and personal experience.

Next level is around 850 words

Basic English by Ogden

http://ogden.basic-english.org/

which should provide enough words to talk in a very basic way about everything

Next level is the 1500 word level
for example the list of the Voice of America

VoA Simplified English

At which level you should be able to express yourself about any subject.

The 2000 word level of the General Service List (West)

is still considered to be the starting level of autonomous self-progression.

@Hiraelle ✨

To ennoy reading it is generally considered one needs to know some 3000 words

and this are the lists you are complaining about :-)

There are two versions both called "the new general service list"

This is one of them:

http://www.newgeneralservicelist.org/

There is the Oxford 3000 list and the Webster 3000 list, etc.

@Hiraelle

If you don't want to use a dictionary all the time while reading; you'll need up to 7500 - 9000 words

but knowing all these words, don't mean you can really speak the language at all...

Using the 1500 word of VoA Simplified English actively, is far more important for speaking purposes.

At this same level, there is also Globish by Jean-Paul Nerrière with a slightly different list of words...
