Under the "What To Do Now" section, the article doesn't mention calling your legislators and demand they make CEOs, CIOs, etc. criminally responsible for negligence if they 1) collect data they don't need, and/or 2) fail to show due diligence protecting personal data they have amassed.

It's beyond ridiculous that companies have nearly zero exposure when they screw up like this.

@killick Good point(s). Large corporate data breaches (almost) always point to 3rd party vendors who have lax security practices. But that doesn't remove ultimate responsibility. If CEO's don't fear criminal charges they just send out the form letters and pay out the settlement fees then move on.
