"I appreciate that many people, and trans people in particular, are feeling anxious about recent developments. I take those concerns seriously.

"This debate has become increasingly polarised. Too often, it is presented as having clear winners and losers. I do not accept that. These are complex issues, and framing them in that way does not help people live together or find workable solutions."

The role of the EHRC guidance is to provide clear, practical direction on how that legal position is applied by organisations. In that context, I believe the guidance provides a lawful and workable framework."
