this gives enormous scope for millionaires to develop a conscience before corrective action is applied to them, whilst reserving a world-saving amount of funding from extreme wealth hoarders.

@falcennial @stux as long as there is still room for some opportunities, some ambition, some personal growth, some social mobility. Not just a slippery slope to making everyone dirt poor.
