I've tried like four grocery stores so far and no luck 😢
Closing the loop here. The good news is that I did find them. The bad news is that I had to go to Puyallup.
Hawthorn and Honey Apothecary was awesome and had cocoa nibs, but no allspice berries (only ground).
After two more stores I finally hit paydirt at Trove Provisions which had a great selection (including tea) and offered to sell in bulk and in my own container.

I'm 99.99% sure I've seen them at Hawthorn and Honey Apothecary on 27th and Proctor.
Its such a rad shop, I'm in there almost weekly for something or another.
