Create tougher laws for those using #ebikes. Introduce heavy fines for not leaving them in a safe & easily recoverable position. Anyone not leaving them in a safe place should be heavily fined.

IMO, it seems pretty easy to manage in other countries.

Bike rack holds bike until unlocked by credit card. Charges accrue until bike is returned to any one of many bike racks. Bike not returned, officials know who rented it.

It's not flawless—stolen cards, damaged racks, etc, but it's a lot better than our current "system".
