International practice in modern cities is to build such complexes over public transport - railways the one of choice. That was an option when The Store was demolished and the west end rail terminus replaced Newcastle Station. That horse has bolted. Just saying. Not a lot of options in Newy, however. The city is a bit of a mess due to its shape.
