I see major flaws in such constructs and believe that only legal frameworks that separate the International Humanitarian Law (IHL) from the geopolitical claims of other countries will be effective

This requires the right structures and education systems from the outset, I believe Professor Ilan Pappé has written a recent book on this topic as Israeli and Anti-Zionist; his assessment is definitely worth reading -
