But then, if this is a misunderstanding, why put 'burn' in quotation marks? It implies Chloe did in fact understand the whole time and now I just don't know what to think about any of this.

To be fair, more correct use of quotation marks than most.

I would say that she has guessed that burn doesn't mean burn the whole CD, but doesn't know what it does mean.
In answer to her questions:
- was it like a ritual? Yes.
- did it work? If you did the ritual right, yes, sometimes.
