But then, if this is a misunderstanding, why put 'burn' in quotation marks? It implies Chloe did in fact understand the whole time and now I just don't know what to think about any of this.

Funny thing about this post:
In an episode of "Lost Girl" Bo (a fae succubus) and Kenzi (her adorable criminal BFF) return to Bo's hometown to see her adopted mother, only to find that an evil spirit is murdering people.
They also find that a redneck ex-goth and some friends conjured that evil spirit with black magic, and one of the things they did to complete the ritual was set a CD of "Antichrist Superstar" by Marilyn Manson on fire.

I don't know what modern equivalent is other than playlists for self.
We never pirated or shared mix tapes or CDs.
We only made Audio CDs of our own recordings.
We did experiment with making Video CDs for a while (from live recorded tapes or Off air), but DVDs made those obsolete.
I made some mix Minidiscs, not to be confused with 8cm CDs (AKA mini CDs).

I think the point is that we live in an age where we can just delete memories and big parts of our lives when it makes us uncomortable instead of holding place for people and times that make up our lives. Discomfort is part of growing.

@djlink I don't think there is any modern equivalent because nothing takes the passion and devotion of making anything now that a mixtape took back in the day.

I burned three (data) DVDs a couple of weeks ago for my sister so that I could send her some large files.
