The guy playing the mad scientist is Horace B. Carpenter. He acted mostly during the Silent Film era before transitioning to being a director & screenwriter. His assistant is played by Bill Woods. This is Woods’ only known acting role. After this be became a longtime hair and makeup artist for film & TV
