Field monitoring from the Network of Statelessness Victims in Hasakah (NSVH) has recorded recurring incidents in which Kurdish applicants are officially registered as “Syrian Arab”, warning that this practice undermines trust in the process, reinforces long-standing patterns of discrimination and erasure of Kurds, and “undermines the value of Decree 13 as a genuine measure of reform and justice”."
