The next congress must do triage before it jumps into new projects.

* Decide which problems can be put off.
* Repair the easy-to-fix problems.
* Then, under the leadership of the next president, tackle the big stuff, like tax inequality, money in politics, and the suprememacy of the legislative to the executive.
