It's not that Americans are terrified of their government: the majority of Americans are OK with supporting genocide. Last Presidential election, both candidates supported genocide and 2/3 of American voters voted for one of them.
Poor education, poverty grind, and bread & circuses are all factors, but they tend to encourage non-voting. The third of potential voters who did not vote made a better and more moral decision than anyone who did, and it doesn't really matter why they made that decision.
