Ideally we’re after places under SGD250 a night and that other than Penang are near train stations. I’ll be travelling with my parents who are older and may want to spend more time in the hotel so not super basic is also preferable

Depending on when you travel, it's likely to be at the sweet spot between Marina Bay Sands (where you'd stay if money is no object) and Ibis.
Not the newest hotel, but recently renovated and decent facilities. Not the best location, but you're a block from Town Hall Station, on the green line from Changi.
You've got the Raffles City shopping centre diagonally opposite, meaning coffee without being killed by humidity too long.
