As in most places it is impossible to know whether there is an unmarked car en route to or from an unannounced operation, or agents engaging in such an operation, within 3000 feet; how can anyone hope to comply with this? It’s equivalent to requiring you to correctly guess what number I’m thinking of before you can exercise your first amendment rights.
