And yes, it previously showed 81% because automatic goal updates were enabled, the page automatically set the goal until it reached the final amount. I deactivated it.

Wait I did get $29 ONCE. But someone else was illegally recieving them under my name to have me arrested for their fraud.

Just go to the DES, and apply and they actually give you a website to submit the applications for the income.
