The CDC has paused testing for rabies and pox viruses.

It's vital we keep a close eye on them as rabies is virtually 100% fatal without vaccination, and smallpox killed hundreds of millions (we really don't want a similar virus returning).

Losing track of these viruses is a recipe for catastrophe.

The reason for the pause in testing is widespread layoffs, hiring freezes and resignations.

By July, the rabies team will be down to just one person with the clinical expertise to advise state and local officials, and the pox virus team will have none.

It's not a significant amount of money, and none of it's coming out of their pockets. Besides, they can steal all the money without consequences, for example they can do clumsy insider trading and stock market manipulation with no fear of investigation.

So it's not that. They do want a lot of people dead. The possible reasons why are not comfortable, from: creating a miserable underclass makes them feel powerful, up to pestilence is in the book of revelations.
