“The operations that the US is currently considering utilizing ground forces for are unlikely to aid it in recapturing the war’s initiative. They suffer from significant tactical and operational risks and major strategic flaws. The US should avoid the temptation to commit further military resources to a conflict that is unlikely to result in the realization of its strategic aims at an acceptable cost to other national priorities”
