Should the language be changed from "wealth tax" to "national property tax." From an economic standpoint, most money tied up in stock after an IPO just sits there waiting for someone else to pay more for the right to collect dividends which never come. (like amazon). It's the exact same logic as how property taxes discourage the disuse of land.
