@gleick I'm guessing it's getting slow-walked in the construction phase as contractors like to know they will get paid.
If the Dems take the mid terms I would expect construction to grind to a halt.

And he actually said aboard AF1 that he plans to pay for it by redirecting part of the Pentagon budget (which he thinks he can justify by putting a military bunker beneath it.)
