@maggiejk From what I remember about section 8, the actual BIGGEST problem is that there's no exit strategy if their household income increases beyond the limits. Once you move in, there's no follow through checking for household income changes, and no protocol for what to do if they suddenly get a lot of money. They are not required to give up their subsidy. (Kinda like oil subsidies)
One of the reasons that the waiting list is like >10 years, is because you are literally waiting for someone to DIE.
Example, mom gets a section 8 house, a few months later, daughter moves in because she is unemployed. Later, daughter gets a good job. She is making $75k a year. She is still living with mom and, of course, nobody is reporting the income. So while they are living in a house that rents for less than one night in a hotel, another family is freezing on the streets because there are no section 8 vacancies.
