fo3 wasteland is alive and mobs interact and this creates chaotic and unexpected environments
in nv every fucking mob is in the same place and heavily leashed. your run is always the same.
3, and to a much larger extent 4, actually has dynamic encounters because of their maps and the way mobs are placed and how the behave
new vegas has none of that, and on top of it nw has barely any dungeons and the dungeons it does has fucking fuck
it's why you can fuck around in fo3 and suddenly a fucking asshole raider is suddenly one shotting you with a missile
fo4 will send everything at you semi-randomly, some motherfucking invisible assaultron, a super mutant suicider, hell let's make it a four way factional warzone in the heart of vertical downtown boston
you get fucking none of that in new vegas

the only randomization in nv are patrols, and a handful of scripted encounters if you do specific things

you're fighting a yao guai and losing then suddenly a fucking radscorpion pops up outta nowhere and starts attacking the bear

you can make a straight line gamefaqs walkthrough for it with basically no deviation because it's always the same
and you know what? if you like that kinda gameplay that's fine
just recognize that it's static and not everyone prefers that

Now if you get the stealth suit from that DLC at the right time…you can go pretty much anywhere and do anything.
