There seems to be a range of carrying capacity depending on the type of cargo bike see eg https://www.bicyclejunction.co.nz/pages/faq-how-much-will-it-carry and their range of models includes options with up to 3 kids' seats.

@seawall @zeborah I strongly suggest finding an actual bike shop and asking. The normal limit is how much the rider can hold upright when they stop, especially with e-assist bikes being so common these days.
