They have someone they're familiar with and want to give them that particular job. But they're required to list the job openly for all applicants. So they basically make it *very* specific so only their person qualifies.

@Redfuchs I had 20 years of experience and a degree when I got my last job. I used to have a lead role. I got a "senior entry level" position. As in, a position meant for people with 2 years of experience. And the people who had 2 years' experience ended up with the base job, which was supposed to go to people who are brand new to the industry. Neither paid as well as an assistant manager at a fast food restaurant.
