@atomfrede This is no defense of their behavior, but my current best guess is that they try to figure out how to keep their income amount while facing the risk of losing their biggest income source: Google.

Until now they haven't discussed with the community what kind of income would be necessary to keep the lights on for the real browser development, though. This is where the community would be passionate to help find funding, I believe.
