POTUS & some in the executive have their own planes, but there are hundreds of Members of Congress, no way they can all afford to fly private
when i was a Northwest frequent flyer back in the day, we'd see them sometimes, they were supposed to fly economy (or maybe did so for optics reasons?) but no one's turning down a free upgrade to First...

ok, yeah, i remembered it was something like that
i did see one guy turn down his upgrade, i thought he was just showboating & wanted everyone to know he was a Congressman... because it wasn't clear to me how "they" in charge of reimbursement would even know he'd got a free upgrade or why that would make the base price of his ticket less worthy of being reimbursed but i didn't invest a lot of time wondering either...

Having worked for a member of Congress in the last century, I know they didn't get all that back then. Some deference, priority parking, sure. But otherwise no more than any other frequent flyer.
