Sorry to disagree. You can escalate to desescalate. In "100 years of solitude" they do just that. To get the other side to the negotiation table, and have a good enough position, Colonel Aureliano Buendia escalates first.

Of course, the bunch of goons in the government don't even read Mad Magazine.
