Because what if Iran says, "Thanks, but no thanks. We don't need it, we'll manage."
He can't destroy the country (he thinks he already did), he can't take over these ships because then Iran will blow them out of the water.
And he can't tell the Americans that petrol will stay expensive because that is not what they want to hear from him. 🙂
