It is like cpython, you get the interpreter (the editor, which is binary), and rest of it's functionality is emacs lisp scripts (like python has a bunch of things written in python, and not in C, available with the standard distribution), which only gets loaded *if* you load it.

Even if you were joking, I don't think the joke makes much sense.
