I'm trying to map administrative boundaries (level 9 and 10) in #stockholm on #openstreetmap, but I'm not so sure what is the best tool for the job. Does anyone know of a tutorial/etc that could be useful for a not really beginner but also not expert mapper like me?

Another problem that I'm having is that for, e.g., Solna kommun, I can't seem to find what the level 10 areas even are (do they even exist?). Is there an authoritative source I can get the data from?

But you first need the boundary data with the correct license (being Sweden, you probably have it) and you need to have it in the .osm format. I did that with ogr2osm together with a script, described here: https://wiki.openstreetmap.org/wiki/Croatia/Import_administrative_borders

But consult with the Swedish community first.

Im importing boundaries in Croatia, and Im almost done. So I wanted to describe my process so that someone else maybe doesnt have to rediscover this process. Maybe there is a better one, but I didnt find it.
