@elight @gdinwiddie One way it can be always higher than normal is if the number of calls per day increases every day. 10, 11, 12, 13, 14, …

One way it can be always higher than average is if it is always at or above the previous maximum rate, and there was at least one day when it was lower: 10, 20, 20, 20, …

But still, it would be nice if they didn't attribute the wait time entirely to forces beyond their control.

Perhaps they're talking about the CUMULATIVE call volume, in which case it's always higher.
