@ai6yr depending on the state, rabies vaccination is a legal requirement for dogs at least. When I was working in Illinois there were people who brought their dog in for rabies vaccine because they’d been booked by police.

This has been gearing up for a while. In addition to the obvious actual health effects, it turns every dog encounter into a much more emotionally charged, high-stakes situation. Perhaps for some this is the goal. The pets obviously deserve better.
