* And the impression Mr Carney left here from running our national central bank (bank of England) was of considerable fortitude and expertise
@Photo55 I fear his experience as central banker is not translating well into public politics.
What does he need to *do*? Communicate clearly and consistently the positions of the Canadian government and, I would hope, do a much better job reflecting both the historical and present feelings of Canadians when it comes to war and peace.

Ambiguity is a useful part of #diplomacy particularly when diplomacy might be carried on "by other means".
The threat, as #Nimzowich said, is always stronger than its execution.

Really? Then it would be surprising if it had not occurred. I'm assuming you are not the ambassador to Canada of whichever of the Powers it is self-evident might usefully be informed. Or not informed. Or left uncertain. Or mis-informed.
You might find a round or three of the board game Diplomacy enlightening.
