For reference, the CPSC is a lot more strict about children's toy classifications. If a fidget is small enough for a child's hand, brightly colored, or looks like something a child would want to play with and can fit inside a small parts cylinder tube it is considered a dangerous choking hazard.
There are some neyodimium magnet fidgets that are small and made up of 1,000 tiny rare earth magnetic beads, or don't have the coating thick enough over the magnets. The ones I'm talking about are small enough to accidentally inhale or ingest. If someone has a dog and a tiny magnet bead falls on the ground and the dog eats it, that's a dangerous risk.
Many of these rare earth magnet sellers use the "for ages 14 and up" because that's the government's minimum required age to avoid children's toy classifications. But for the CPSC, just declaring 14 and up is not enough.
Autistics aren't only adults. There are also young teenagers, pre-teens, and kids who might get ahold of one of these and accidentally be rough on them, causing them to crack and fall apart and create an accidentally inhalation or choking risk for people and pets.
