@pluralistic I love what you write and you're definitely doing society a favor, but let's not pretend that this is a private vs public thing, because only given the right context it is that way.
If politicians can't pay companies to outsource (and get some back!) they'll find other ways to get payed extra, like fiddling with zoning, permits and whatnot.
Also, it is unreasonable to think that you can have completely disjoint public and private economies.

The real problem is corruption and lack of accountability.
