I noticed many accounts have a padlock icon, and their follow button says "Request to follow". I've been pressing it, but I’m always a little unsure. It's not too intrusive, is it? They aren't private personal accounts that don't want to be followed, are they?

Most often it's people just trying to weed out 'followers' who are bots, trolls, or other bad actors. Best bet is to read the user's profile; most often it will have a mention of who is welcome to follow. If not, click the button- worst that can happen is they don't accept the request.
@DopeGhoti This makes sense. I do read the profile exactly because I search for any indication if the padlock means they want to keep their account private. If there's no general rule, I guess I'll be requesting then. Thank you for helping me clear it out.
