But if I understand it correctly, the tax does not apply to remittances through the banking system. Maybe that’s an option.

but I think the tRumpers were going after Western Union (and various other services) where the wage-earners here pay with cash to have money sent back home. Also, money orders. People without proper papers are more likely functioning outside the banking system.
I send some money regularly to Guatemala using a debit card. The money goes to a bank, where the person can pick it up. I guess I'll find out for sure about the tax the next time I do that.
