@aspragg not as a "blanket" thing; obstructive parking is banned and when I saw this guy having to go around I reported this one on operation snap (it's a fixed penalty offence with 3 points and £100 fine) but you have to prove inconvenience to make it stick.

@nomenloony One could clean the car by removing mirrors and windshield wipers for instance. A few caltrops around the wheels would be nice as well.
