Actually I've been so distracted with What Could Have Beens with Babylon 5 that I neglected my original idea:
that the Babylon Stations are vast sub-light ships sent out with two crew/diplomats/colonists aboard to near star systems to contact any possible intelligent life there and establish a permanent human presence in the absence of such
