As cartoonists work symbolically, I think in this one case he is using the head of state as a symbol of the whole country - and asking why the USA is supporting authoritarian regimes - asking " Is this who we are?"
And implying "Should we not be going back to the other side of the seesaw?"
Thanks for explaining that joke. Please don't waste your time on that, tho. Most people *do* get it, even if they quibble
