Unfortunately, that's not practical. So much of that money is essentially in micro payments. Individual tax withholdings, excise taxes on gasoline and tires, etc.

@rbreich also, more people voted for Trump in CA than in many other states (because it has the largest population, and some of them are Trump voters)
