I think it depends on how one defines AR. In the early days, the difference between a location-based and augmented reality game is on how it uses the real world.
Location-based games, which predates QONQR and Ingress, only use the user's location as a "home"/"starter" location. But the game itself allows the player to travel anywhere they want without actually moving. Also, they often don't use the real-world map as the game map.
While augmented reality games are those that locks the player to their current location, and the real-world map is literally their game map. No progress can be made enless the player literally moves (or cheats), or the game mechanics allow ranged actions (like say, missile attacks).
The one introduced in Pokemon Go is, for lack of a better term, "next stage" in augmented reality games.
I'm not sure how "location-based" and "augmented reality" games are defined today. 😂 Maybe it is different now than in the early days.
