A Phlomis in a border in the garden. Most likely a Phlomis russeliana or Turkish sage.
The many seedheads are from just one plant. Widespread now but native to the area that is now Turkey and Northern Greece. Bees and other insects love it.

@MigsGarden They are beautiful. I had some seeds that I had collected from a plant in a carpark years ago. Sowed them three years ago. Only one seed germinated. The first two years the plant only grew very big, did not even die back in the winter. This is the first year that it flowered.
That is great! Worth the wait!
