The one who started the war doesn't get to impose pre-conditions for peace on the country they invaded, or third parties.
I note the wording "any countries in Eastern Europe" rather than just "Ukraine"? Most of the countries bordering Russia in Europe are already NATO members.

I think he'll remain loyal to Putin, but he's mortal, and anyway his grip on control of Belarus wobbled a few years ago, IIRC. If it happens again, there's no realistic threat of Russian tanks rolling in to put down dissent. Russia doesn't have any to spare.
