A core part of why Ras Baraka was at the ICE facility is that he claims the city of Newark was never contacted for fire inspections and operating licenses necessary for the detention center to be allowed to operate in the city.
According to Ras Baraka the entire ICE operation taking place in his town is illegal and should cease operating until they can follow the law.

Oh yea he's definitely a fairly average neo-liberal on most other issues. I think immigration is the primary issue he's focusing on being progressive about.
Also, the podcast, audience & voter base he was speaking to is extremely pro car so even if he was for the congestion pricing I'd expect him to pander and mirror the pro car sentiment of the audience he was speaking to.
