Seeeing that the shitheads who run New Jersey have passed a law requiring a license and registration to ride ANY e-bike anywhere in the state.
From my perspective, this is a total ban, and the answer is total defiance and zero compliance.
Two approaches exist:
For communities: pack up, ride in defiance like the ATV and dirt bike kids to in DC. Force the cops to "dogfight" like fighter pilots if they want to stop anyone. The whole pack defends itself from cops, relying on bike handling and superior skills plus the effects of urban traffic blocking police cars and heavy motorcycles from pursuing.
When I am in DC, I always cheer for these kids when I see them. They push the frontline of vehicle licensing and registration back from us bikers and e-bikers, so I consider them allied troops deployed further foreward than myself.
Years ago I saw a video of a DC bike or motorcycle cop trying to jump from his machine onto one of these riders, only to "faceplant" flat on the pavement after missing his jump. The kids rode off laughing, asking no quarter and giving none.
For individuals:
disguise a homemade E-bike as a touring bike. Panniers hide the batteries and a rear motor is concealed behind a big disc brake on one side and a large big cog on the other side.
It is even possible (this is been done to cheat in bike racing) to hide a motor in the seat tube driving the bottom bracket spindle through a bevel gear.
Some of the large motors used in radio controlled model aircraft could work well for this, and fit into the seat tube or into a modified down tube of something like an old Cannondale frame.
If you want a throttle, disguise it as a bell. If you want a display, disguise it as a bike computer.
Batteries and controllers go into panniers, a touring bike will be ignored by the local cop thugs. You are building a stealth bike, designed to penetrate hostile territory and defeat New Jersey's policing. Take the panniers in when you go inside, leave no evidence for city/county thugs with trucks stealing locked bikes if it comes to that. Also consider using the "skunk lock" a bike lock that releases an incredibly foul odorant if cut or a homemade version therof.
In both cases: FUCK the police, FUCK 12, FUCK licensing, and FUCK registration! Fuck the New Jersey statehouse and the lobbyists they rode in on while we are at it. They can all breathe car exhaust.
I speak as one who operated the unlicensed pirate radio station WSQT Guerilla Radio for almost ten years in DC.
This is rather like pirate radio in fact: if you don't have a broadcast license the FCC cannot collect those huge fines for broadcasting without a license. An estimated 90% of Federal fines BTW are never paid.
Beginning in one year when the "grace period" expires, the penalty for defying this will be a $50 ticket-but cops might try arresting riders who have a suspended driver's license instead of the NO license at all that is optimum for any form of illegal bike riding. ANY traffic stop for ANY offense is also by definition an armed confrontation as cops carry guns and other weapons.
Refusing the pay the ticket if you neither have nor want a drivers license should be safe, but the stops themselves could be highly dangerous. Compliant riders become trackable by Flock etc, a further hazard. Some folks might be forced to move out of New Jersey over this one.
