I think so. One indicator is the inner wheel turning the other way around. You can see this with spiked wheels in movies, too.
For the eye it just should blur.

Interesting thought.
How does the sun strobe with 25 or 50 flashs per minute in other parts of the world? No really. Just for the exercise. What would we need for this being true? Sun compartments like an insects eye? Sun beams in sync like a laser? What happens on the edge between strobe fields?
