Cut out the bloated administration, ignore the government's bullshit, and just focus on teaching small groups of students who actually want to be there. This can actually be done!

As well as more activist-oriented projects like the W.E.B. Du Bois Movement School in Philly.
There are tons of examples of grassroots, autonomous education projects like these. The Highlander Folk School, the Institute for Social Ecology, Lamplight. Small groups of people can make this happen--and pretty soon we might *need* to.
