No. This is very clear.

As per constitutional theory, the job of EU leadership is not to do the popular thing, but to do the right thing. The whole concept of representative democracy rests on the belief that we elect people who are smarter than we are, so that they can make more intelligent and foresighted decisions than we can.

Many people, including me, have criticisms of this theory. I personally think it doesn't really work as intended. However, if you ask what the job of elected representatives is at present under current constitutional theory, then there is no doubt as to the answer.

I mean it's possible. There might be enough people in the EU who either a) would have voted for Trump or b) would not have voted for him but still want the congratulations & the usual rules of decorum, even for a guy who was called a fascist by people who worked for him.

@JulesJones @EUCommission Many politicians have congratulated Trump in this manner because of Trump's egoism. Being overly nice costs nothing, but can increase influence on Trump's actions. Meanwhile if politicians were rude to him, he would abuse his position to harm their countries.
